You don’t need to make any entries in the hosts file to block it, you don’t need to turn off the Internet either (apparent automatic installation without user intervention).
In the Start menu, the option “Activate Acrobat” will be installed, in case of re-activation.

1. Install Adobe Acrobat
2. Copy and replace application.xml to c:\Program Files (x86)\Adobe\Acrobat DC\Acrobat\AMT\
3. Copy and replace amtlib.dll to c:\Program Files (x86)\Adobe\Acrobat DC\Acrobat\
4. Run AcrobatDC.reg and agree to make an entry in the registry.
5. On behalf of the administrator, run disable_activation.cmd
