The choice of language when installing Speech to Text will affect what language Premiere Pro will have after that installation.
So if you do not want the interface language of your already installed Premiere Pro to change after installing Speech to Text, then select the language in which you prefer to work in the program from the list.

The author of the assembly, m0nkrus, removed all Speech to Text packages from the Premiere Pro 2022 22.5 distribution and compiled them into a self-assembly.
The build provides the option to install the individual Speech to Text packages that you need specifically.
The assembly was created on the basis of the Adobe standalone installer version 5.7.1.1 , which is not available to the general public.
From the installer, with the exception of the required minimum, the Adobe Desktop Common module is cut out, which is installed by the original installer without fail.
The installer completely cut out the Adobe Creative Cloud module, which is installed by the original installer without fail.
Change language :
Launch Premiere Pro.
We create a new project.
Press the key combination Ctrl + F12
A window will appear.
Near the word Console at the top, click on the horizontal stripes of settings.
A small menu will open.
Select Debug Database View.
In the console menu that opens, find the line Application Language.
The default is en_US.
If you need a Russian program interface, write ru_RU
If you need an English program interface, write en_US
Restart the program and enjoy.
Installation:
Check the version of the installed Premiere Pro program.
Premiere Pro 2022 22.5 and higher should be installed.
Run the “Autoplay.exe” file (an error may occur)
OR
Open the “Setup” folder.
Run the “Setup.exe” file.
Install the required “Adobe Speech to Text for Premiere Pro” language pack/s.
The language of the “Adobe Speech to Text” plugin settings window is only English (North America).
