Neural filters work provided that you have an account, if you are not logged in, you do not have one, then create one. Menu: Help-Login. When registering, you can enter any data, and any email, since confirmation is not required. After logging into your account, you MUST restart Photoshop, otherwise the filters will not work.
If necessary, edit or delete Neuro filters, after deletion a new folder will be created with your data.

To add an entry to hosts, copy the hosts.txt file from the Photoshop\App\hosts folder to the App folder.

When PhotoshopPortable.exe is launched, an entry will be added to hosts. When it is finished, the entry will be deleted.
To view the hosts file, a shortcut to the etc folder has been added. If necessary, edit or write your own hosts.txt file.
This file was copied from mOnkrus. If there is no need to block hosts, the hosts.txt file should be missing.
Do not add hosts unless necessary.
P.S. This means that you first need to try without hosts if there are no problems and the bar does not pop up then hosts are not needed.
But if it pops up then add hosts, as I understand it.
