Disable Windows Defender
Disable antivirus.
Install Adobe Photoshop 2023 24.6 using the standard path to the system drive C.
In Windows Firewall, check and remove all Adobe server blocking rules , in particular, those used to remove the pop-up window.
Going into Windows firewall > outbound rules > unblocking ”Adobe Unlicensed pop-up”.
