CyberLink has removed offline codec activation and additional h.265 output features, so you need to allow internet connections. Codec activation will be performed automatically with a patched installation.
If you are using offline mode or are blocked by a firewall or host, unblock them. Remove them from the hosts file, if present:

Uninstall previous versions. Clean up any remaining registry entries and user files (see Instructions.txt for details ).
2. Run Reg Patch.reg and agree to the changes.
3. Place the Simkey file (from the Fix folder) with the replacement in the folder with the installed program
4. To enable codecs, import MKV or MP4, click the “Export” button, select HEVC or any other codec you want, and you’re done.
